Raul's quest will not finish : Fallout: New Vegas

So for Raul's quest to finish it I needed to talk to loyal, so I talked to him Raul then said the dialogue but i didn't get the option for what perk for him to get. The fallout wiki said to quit and reload an earlier save but that didn't work, how do I fix this?

Maybe if you try

set "000e61a5".MetLoyal to 1

or

set "000e61a5".MetLoyal to 2

But also this is mentioned on the wiki:

Warning: The dialog choices you make reflect Raul's decision, armor, new perk and ending, yet the issue where many players can't receive the final conversation even though they have gotten all three dialogs might actually be by design instead of a glitch. If you choose neutral responses, it is possible that this is what causes the final conversation not to trigger, as Raul doesn't seem to make a decision at all. This is pure speculation at this point but seems to be the only viable answer to this issue of the final conversation not triggering.

If that is the case and you've been selecting neutral responses you might be able to reset the whole quest via the console and then do the whole quest again using only commands. But that is too much for my tired head to deal with right now, maybe I can take a look at it tomorrow if you still have problems then.

You can try resetquest 000E61A5

For starters, reset the quest with

resetquest 000E61A5

And then... well, you have a ton of different options and what-ifs depending on what you've done in your game. I suggest you take a look at the http://fallout.wikia.com/wiki/Old_School_Ghoul where they mention all the commands and steps needed to be done. Some steps you should be able to do again like you did first time but some will have to be redone with the console since you already done it one time before.
