Just wondering how i can get his outfit for him. I know that i need to talk to 3 people but i get nothing from Raul when i talk to ranger andy.

Have you walked outside yet? He should approach you once you leave Andy's house.

yeah i've walked outside for a while and even fast traveled. still nothing from him. i completely exhausted the dialog options so i dont think it has anything to do with that.

I'm having the same problem. I bet it's like the ED-E glitch - if you already talked to them before getting Raul, you'll get nothing out of them.
