Just now I asked Rayya to follow me so I could give her new equipment to her, then dismissed her. Although she gave the dialogue she continues to follow me, no matter how many times I try to dismiss her. I've looked and the options stay the same as if she's still following me too. I've tried going into the house and out again and still she follows me. And yep, I've even tried going back to before I gave her her new stuff and same thing, she wont dismiss.

Have you tried any console commands.

are you using follower mods? if so you will need the patches. Like say your using UFO. you'll need the Hearthfire patch.
