This. This is acceptable, and really the only part I agree with you on.
While the rest of your arguments "make sense" and are very logical, It doesn't mesh well with my (admittedly vague) vision for Suran. I will take a lot of what you've said into consideration, but House Hlaalu aren't half-assing the Suran reconstruction. They may have been stripped of their title as a great house, but they are still wealthy politicians and thugs. They know how to manipulate the freaks, addicts, smugglers and pirates. And trust me, they want this place to be good, because they have "ambitions" for its future. I can't say more than that without spoiling things.
I don't see why:
1. 23 years isn't enough for a rich, political-minded party to establish a smuggling route from the mainland to traffick the supplies they would need for constructions, or even just simply BUY the supplies outright?
2. 23 years isn't enough time to re-cultivate farm lands, especially with the slave-trade alive an well in Suran? If you can't imagine this, then again, is it not enough time to set up a trade route or a smuggling route?
3. 23 years isn't enough to use your retainers and those loyal to you, plus slaves, (plus everyone else) to rebuild a city? You have to remember a few things. Why would a pirate care to help with building? For gold, for booze, for women. Why would an addict care about any of this? Because who do you think has the sugar? I think I hardly need to explain the retainers and slaves, so I wont.
4. The Red Year saw a vastly reunified Dunmer nation, so how come rebuilding this city would be so hard? You have to keep in mind that, once again, this is Suran 23 years after the Red Year. It took less time to rebuild Hiroshima and Nagasaki after the atom bombs of WW2 as far as I understand, so I don't see why it's hard to imagine Suran - one single city that is vastly smaller than those cities - being rebuilt.
I don't want to discount what you've said and just ignore it, so I will agree that there are slums. Of course there are going to be those addicts and freaks who don't care.
But ultimately? House Hlaalu do care. And they have the money and power to rebuild and control one single city. That's it.
And if you can't come to grips with any of that, then the only thing I can say is: this is Elder Scrolls. The world exists in the dream of a God. If that God dreams that Suran is doing well, then Suran is doing well.

Some vital information on Suran City that I sent to Mhund. Note that this information can be considered to be minor plot spoilers. I apologize for this, but it seems like I should fill you all in on what I filled him in on, as to avoid confusion:
Spoiler In regards to Suran, if you choose to go that route, I'll just tell you what I told the other new blood:
It's on the island of Vvardenfell, Morrowind. Suran is renowned, and has been since the first era, as the "pleasure city" - a namesake it earned for its red light district, most notably Desele's House of Earthly Delights. Its a place of erotic dancing, drugs, alcohol and violence. But its more... a slave city, but also the city of the secret abolitionists the Twin Lamps. Its a town of harlets and ne'er do-goods, but its also a bastion for pilgrims traveling to Red Mountain and other holy places of Vvardenfell.
In recent times, Suran has undergone a massive reconstruction from the destruction of Red Mountain a few years back, and is if anything more bustling than ever. It's Hlaalu in construct, which means Dunmer architecture with an undeniably Imperial influence. The city's denizens have become more twisted in recent days, by virtue of the only ones willing to stay in Vvardenfell being degenerates and mad men. The red light district of Suran, in particular, has become more of a "flesh bazaar," than anything, housing not only brothels and erotic dancing, but more "freakish" delights.
Spoiler The city never sleeps, merchants even peddling from the Suran bazaar in the middle of the night, and I imagine strange festivals going on constantly.
Underneath the normal Suran strangeness there are two cult-like entities rising in psuedo-insurgency, both wanting to claim the city for themselves.
One is House Hlaalu, the other being the New Temple. Neither one really has the city's best interests in mind, as you can imagine. They are both fragments of what they once were, and neither of them is happy about it. From time to time there may even be bloody disputes in the streets.
And even yet, there is a third entity lurking in the more shadowed corners of Suran, a more primal and foreboding entity. Sometimes one might see ritualistic happenings in the alleyways, witch-doctors performing dark magic, tribal music and dancing... but then again, one is never really certain about what they see in Suran.
Basically I'm imagining this bizarre mixture of Tijuana, New Orleans, some crazy city in India, and some crazy city in Star Wars, all wrapped up in a Hlaalu shell. I'll work on a Resdayn post tonight to clarify a little bit of what I mean. Also, if you haven't done so, I would highly recommend reading Mhund's posts in the RP, as he has basically intuitively interpreted my vision of Suran.
