Did you care to look at the site at all? It's Tamriel Rebuilt. They recreate other provinces in older TES game engines

This is TR concept art for their project to build Skyrim for the previous games (TESIV or TESIII, I forget which). This isn't BGS concept art for TESV skyrim.

Given what I know about Tamriel Rebuilt, their stance... that's not Bethesda concept art. Tamriel Rebuilt is a massive mod project that was originally supposed to recreate the entire continent of Tamriel in Morrowind. So I'd wager that's their own concept art for once they reach Skyrim (which they haven't. They're just releasing parts of Morrowind's mainland so far.)
