You are running a bunch of CPU intensive mods, which can kill performance. Natural Weather and Water might be hurting you too.

Drop OOO-WaterWeeds. That load order does not load, does it? Where is the rest of All Natural?

Cobl Races - Balanced.esp <-- remove it, not compatible with RBP (... it is a stripped-down version of RBP)
Natural_Vegetation_by_Max_Tael.esp <-- Replace with enhanced vegetation

Popular Outdated Mods - http://tesivpositive.animolious.com/index.php?page=popular_outdated_mods

Other options:

Kill Screen Effects (and if not, at least grab the updated OBGE from the Oblivion Graphics Extender page on TESNexus. You'll need to delete the OBGE.dll, the old one that came with ScreenEffects, afterward)
Add general spawn reducer for FCOM
Get rid of MMM's Looting NPCs & Creatures, Diverse WaterLife, Farm Animals and/or More Wilderness Life
Get rid of the ULs
Get rid of Tamriel Travellers

Edit: Outside (since I presume the issue is largely outside) Natural Vegetation is probably worse (for performance) than the other NE components, Natural Weather is probably worse than Natural Water, and I am not sure that Natural Water is doing anything...

Edit: Ooooh, I missed the whole quad-core but not Phenom II bit... Yeah, this setup could at least use a spawn reducer for FCOM

Highly recommend grabbing the 4 GB patch if you haven't already. Helped me with performance and crashing.

You should also get things like Streamline, Oblivion Stutter Remover, etc etc.

Heh, define "low FPS".

Screen Effects is a bit of a performance killer, but it's usually just a few FPS, should be hardly noticeable on your machine. Are you sure you haven't by any chance installed Qarl's texture packs, though? As far as my experience goes, it is rather demanding of any PC.

Also, since you have 4GB RAM, I suggest you try http://tesnexus.com/downloads/file.php?id=32405 - by default, Oblivion's cap on resource usage is only up to 2GB, this program allows to raise the limit. May give you a couple extra FPS (or blow up your computer, works fine for me, however).

PS. Not exactly related to your problem, but nVidia Black Screen Fix is probably obsolete if you're using Bash - I'm not sure, but I think that Bash has this feature already integrated (please, correct me if I'm wrong).

Yeah, theres a tweak you can include in the Bashed Patch. Not related to performance, but it frees up an .esp, you know?

I have the nvidia fog fix from the bashed patch aswell but it didn't work so i downloaded it and i've done the 4gb booster hasn't seemed to work at the moment i'm just try to organise mods, i nver tried it without mods on the pc so i might do that and see what the fps difference is then i'll report back here.

You're overdoing something if you're only getting 30 indoors without using the stutter remover, and only getting 10 fps outside in Anvil without using a city overhaul. You might just need to drop some of the AI hogs you're using and figure out what your system's limitations are and stick to them.

nVidia Black Screen Fix.esp - Dont need this as the option is in the Wrye Bash tweak settings, also, highlight all your mods in Wrye Bash and right click, apply Nvidia Fog Fix.

UOP Vampire Aging & Face Fix.esp - Same as above

Oblivion Citadel Door Fix.esp - Not Needed

Bonemold_helmet.esp - Dont need this if using Fran Armor Add-on.esp, you only need the textures and meshes
Cryos Ordinator Lite.esp - Same as above,

FCOM_TamrielTravelers.esp - Dont need this anymore is you removed TT

Also, try removing screen effects, I remember the last time I used this my FPS dropped by about 30.

Also, alot of those mods should be merged into the bashed patch so cam be made inactive. If it shows up green in Bash uncheck it.
You can also try auto-ghosting to hide some esp's (oblivion doesn't like too many in your data folder.

Having said all that, I'd recommend removing screen effect 1st and seing if anything improves

Some of those All Natural mods could be behind the low FPS indoors.

QTP3 and QTP3 Redimized, is the gap REALLY that big when it come to performance?

The Texture pack i'm using at the moment is RAEVWD_QTP3_Texture_Pack_by_Brumbek_v1_3, i got rid of screen effects only a small increase of about 1 - 2 FPS

I will always gladly exchange visual for FPS. So if you really need FPS then yes go back to vanilla or use a lesser power eating texture pack.

RAEVWD_QTP3_Texture_Pack_by_Brumbek_v1_3 is for those who are using QTP3 otherwise, so in your case (as I understand you're not) you should go with the vanilla textures.

Why are you using RAEVWD_QTP3_Texture_Pack_by_Brumbek_v1_3 anyway? Do you have the whole RAEVWD installed? If not, then there is no reason for installing the mentioned texture pack, as without RAEVWD it is useless. And if you have installed RAEVWD - what options? Have you tried installing e.g. Core and Ayleid Ruins and Forts only? That works for me, with 2GB RAM and an older dual core.

Just the fact that you're using RAEVWD in the first place is an issue, not necessarily which texture pack. That one's a confirmed FPS killer. You'll probably double your FPS outdoors just by getting rid of it. You clearly aren't able to run it on your rig so you should most definitely dump it. Unless you're averaging 50-60 FPS outdoors by default, I wouldn't recommend that anyone uses that mod. No offense meant to Arthmoor, he's done a great job, but VWD objects can kill the performance of even the best machines. The game engine just isn't very well designed to display them.

What resoultion do you play at? If you want your snazzy textures and distant objects you could try lowering the res, it often has a very large effect.

You could also try optimizing your meshes (even though it takes ages) and repacking your bsa files with no compression. The instructions for all that along with some other hints can be found in this awesome site http://sites.google.com/site/oblivionpoinfo/optimization.

However, drop the two aformentioned FPS killer and you'll be fine. I think you're pushing your computer a bit (read: a lot) too much there.

...not with great FPS. I would not call running with 20FPS outside and that mod installed with FCOM and a 250GT "really low FPS." That card is the re-released 9800GTX...or a close relative...

Heh..20 fps is low to people? I bench my fps around 20-25 outdoors with everything graphical feature maxed out on a 1024mb graphics card. I wonder...where do people getting getting these so called "super alien computers" at? They surely don't fall from the sky.
