Really New

Ok i'm really new to modding, to put it simply; I own the game and have downloaded the Construction Set and that's it. I want to make a set of clothing to start with and i was wondering if i could get some tips on how to get started and what programs i may need (free preferably, broke right now). Thanks in advance. and sorry if i posted on the wrong board.

The best place to start is the http://cs.elderscrolls.com/constwiki/index.php/Main_Page Learn the CS basics before trying anything too advanced. You may also want to download http://www.blender.org/, a free modeling program. http://niftools.sourceforge.net/wiki/NifSkope is also a tool you'll probably want (also free). http://www.gimp.org/ is another freebie program, but you'll need the http://nifelheim.dyndns.org/~cocidius/dds/ for it. You may also be interested in the modding classes available at http://www.tesalliance.org/. There are a lot of knowledgeable people over there. Have fun modding! :D

Do you want to make a whole new model and texture, or just add an enchanted robe/clothes with a modified vanilla object that you can use right out of the tutorial?

If you want to make a whole new model and texture you will need:
Blender http://www.blender.org/download/get-blender/
Nifscope http://sourceforge.net/projects/niftools/files/
an image editing program (Photoshop if you have it / Gimp [http://www.gimp.org/downloads/] if you don't)

There may be more that i am forgetting, but these are the basics. You will also need to learn how to use these tools, there are some good guides at the wiki:

You want the modeling and texturing sections for this project.

If you want to just enchant a vanilla object all you need is the CS and a bit of knowledge how to use it. If you don't know how, check the wiki.
