Receiving Items "LATE"

Ok, so, I just really got back into Skyrim and I'm running a modded game. I have a game breaking issue. Every time I'm supposed to receive something like a quest item, the action is "late". I have to like wait around in Skyrim for at least a week before I get the item. For example, if I kill a dragon, I have to be in the area for about a full Skyrim WEEK and THEN the shows the "Dragon Soul Absorbed" animation. Also, I say I need to receive a quest item. Just yesterday (IRL), Queen Elisif gave me a quest to take her husband's horn to a Talos worshipping place and I got the horn in my inventory TWO SKYRIM DAYS LATER. Any help with this because I really need to get this fixed as I don't want to wait for an ingame Skyrim week before I can do any quests. Thanks, Korish. If that's your actual load order, it is seriously messed up. I don't use Mod Organizer, but I think it incorporates LOOT (or at least lets you access LOOT from within it) to sort your mods. Did you sort them?

Also. this needs to be posted in the Mods forum. I'll send a request to have it moved there.

ETA - it would also be helpful to post your system specs. Please post a Dxdiag report.
