I want to use the Standing-Vampire-Feed animation from Dawnguard in my Mod; but I don't want my Mod to be dependant on Dawnguard.

So I have two questions:

1) Is it OK to recreate a near-ish exact copy of a DLC resource, and release it with my Mod? I'd assume so, but it seems like it might fall under some kind of intent-issue, so...

2) Is there anyone who would be willing to do this for me, assuming it is ok? I have NO idea about how animations work, especially not when you have them work with another NPC, or how to integrate new Animations into the game, so I'd need someone to work all that out for me, and just tell me where to put the files...
