No. It's a Nord (Or at least a "White" human race). He is in shadow.

Why the hell do people think that is a redguard?

I have no clue. Either Redguards are now gray (Wha?) or there is a new definition of having dark skin. Hell, don't just look at the face, look at the hands, and other parts. If anything, the guy behind the bar looks like the Highlander during medieval Scotland, only more buff.

Yeah that's true, but Redguards aren't simply just "black people". They're an individual race in TES lore and maybe it's because Morrowind is older, but the Morrowind portrayal of Redguards will always seem more lore-friendly than Oblivion's.

Don't forget Daggerfall, Redguard, Arena, and maybe Battlespire.
