Redoran Hortator : III

So I got myself made Hlaalu Hortator, and spoke to Crassus.
When I mentioned "Redoran Hortator" to get more info, he said: "Yes I know they made you Hortator."

WTF?

That's news to me, I haven't done any of the quests and there's nothing in my journal...?

Probably a dialogue bug. Wouldn't be the first.

My guess would also be a bug, but......

If you're at least lvl 20 and have a reputation of 50 or more you are automatically made Hortator of the 3 Houses AND Nerevarine of the 4 Tribes. You can, however, still do all their quests.

Hmm, I'm guessing a bug then as my reputation is in the 20s...

If you've read Red Book of 3E 426 that lists the Redoran council members, you'll get the quest Redoran Hortator. I guess it also becomes a topic with certain NPCs, and they have wrong (and their only) responses on the topic at this stage. I think the quests start much too soon, always after reading the Great House's book of council members. It seems the quests aren't planned to be given away that way.
