Is there a mod or could someone whip one up really quick for me to reduce the movement speed of everything but the player to a more "natural" level? Vanilla speeds seem super-humanly fast compared to the player even with all SPECIAL at 10.

It may just be the Legionnaires. They're purposefully set to be faster than average, on the reasoning that they're more physically fit than most other people.
