Reducing all destro cast reductions to half effectiveness.

Would it be possible, by editing the magic effect to make all destruction reduction enchantments only half as effective? Meaning, you can only get 50% cost reduction from being fully geared in the best cost reduction enchantments. A big part of the motivation behind this type of mod... Is because, some mods which buff destruction damage, are balanced around making the spells cost more magicka to do more damage- making the destruction balance more like Oblivion or Morrowind.

And the existence of those enchantments, is a threat to the balance of those mods. I know I know "self restraint" or whatever, I refuse to even touch enchanting anymore, because it can so easily imbalance the entire game, especially a non-vanilla game. And while yes, I have the self restraint to stay away from the enchant skill like it's the plague, it's still immersion breaking to me, that it would always be so easy to become so overpowered... And not just overpowered, but overpowered in such a boring, and uninteresting way, that takes away the rewards of exploration, leveling up and stuff.

I do know, that I could alter the vanilla items with that effect to make it half as effective, but it still wouldn't take away the ability of the enchanting skill tree to get ridiculous spell reduction.

Or does such a mod similar to what I'm describing even exist? Or is this just a problem with game balance that is hardcoded that cannot be fixed?
