"Reformation way" mission has been failed

I have installed the game about two weeks ago. Sorry, I cannot provide a number of version because I do not know how I can see it at Steam.

I have completed part of main and some additional missions in Goodspring. Also I helped Ringo (hided in filling station) and killed some shot-firers. So they become to hate me.

After that I have some walk through Mojave's desert and went to the NKR's prison.

There were a lot of shot-firers in prison. I have killed them all (except a prisoner sheriff).

When I kill Eddi I get a message ""Reformation way" mission has been failed" (I am not sure about the mission name exactly. I am playing non-English localization).

Why the message is appeared? I have never took any mission with mentioned name.

And the second issue. When I have reached fifth level it was not allowed to select any perks. The perks window just was not appeared. Is it ok? I thought that i can choose perk with each level.

Thanks.

1. If you kill an NPC related to a quest before you finish the mission, you WILL automatically fail that mission.

2. You gain a perk every two levels. 2,4,6,8 and so on.

ED-E is probably part of that mission and you only get a perk every two levels.

I believe a language barrier is causing some confusion. I'm guessing he killed Eddie, the Powder Ganger leader, which caused him to fail the I Fought The Law quest.

Yeah, he's talking about the Powder Gangers. To OP: in New Vegas you can "fail" quests you haven't started, I suppose to give you a clue as to what do do differently on a subsequent playthrough.

I surprised about that, but I think it has a sense.

Thanks a lot for the answers!
