I've been playing a stealth character the whole game, but recently got enough perks to add the Stealth Boy mod to power armor, so I've begun trying that out.

I've noticed that if I'm in power armor, my AP does not refresh unless I'm moving. Is it supposed to be that way? It's hard to snipe stuff effectively from stealth if you have to shuffle around to refresh AP.

I guess the stealth boy consumes AP, I know the jetpack does.
