I am RP'ing a thief/assassin and want to try and stay out of towns and such as much as possible during the day, and only go into them during the night hours where I can break into stuff and do my thieving. However I'd still like the possibility of random dragon spawning while I'm out and about in the wilderness and such.

So that in mind. How much of the main story do I need to accomplish (breaking my RP in order to do, I suppose), to enable the spawning of random dragons thru out the lands?
