Lets say I wanted to play a redguard as a aldmeri-dominion. Does anyone have any idea how its going to work? Is there going to be an option to select your the faction of your choosing or what?

At the moment when you click on a race, your faction is highlighted. I assume on lauch day you will simply be able to change which one you want to be in. Simple as that.
