So Do Regional Bounties Mean No Physic Guards?

What I mean by this is that we now know that if we commit a crime at Hold A and then dip to Hold B, the guards of Hold B won't know of my crimes from Hold A.

HOWEVER, does this indicate that I can finally kill people in say Hold A when there are no witnesses around and not have guards of Hold A immediately aware of my crime(s)? People think that regional bounties = no psychic guards, however, it doesn't truly mean that there won't be any psychic guards at all, for Bethesda has still kept quiet about this, only letting us know that guards at Town B won't know of our crimes from Town A.

Thoughts?
(I truly hope regional bounties mean no psychic guards, but that may not be the case.)

Don't really know yet, like you said all we know that guards from different holds won't no if we committed crimes in other places. I do hope that there is no psychic guards though.

You mean psychic. Also haven't heard anything positive other than "regional bounties" but lets hope for what you talked about.

I don't think we know. I'd presume so, I thought they said somewhere Guards had been overhauled :shrug:

I would think that Bethesda will have learnt from the absolute barrage of criticism that greeted them over the psychic guards in Oblivion.

If not, there'll be a mod within a few days :hubbahubba:

i truly wished that guards were not psychic. maybe someone see's you commit a crime and runs to tell a guard. maybe guards have MGS cones of vision lol anything would be better than the system from oblviion. i remember killing that old lady farmer as part of the dark brother hood quest and somehow the gurds knew about it. :brokencomputer:

You know, in OB, if I did stuff while sneaking, thats when nobody would know about it. Sure, its ilogical to not be sneaking, still a horse when theres noone around, and still get arrested...however, that wasnt a real problem for me because I sneaked to do bad stuff. The real problem was that horses counted as witneses when you were sneaking which was odd jaja

I really hated the psychic guards in Oblivion. I could steal an apple and couple of forks from Olaf's in Bruma. And then as if by magic, every guard in Cyrodiil would instantly know about it. It's a shame my country doesn't have psychic police in real life. I doubt the criminals would very much like it though. ;)

Psychic police would be a verrrry bad thing - otherwise known as the Thought Police.

Oblivion's system really couldn't of been any worse. The new regional system in Skyrim will be perfect for cloak and dagger characters.

Hope psychid guards are no longer in the game, it means I can finally live a life of crime without being killed for stealing a cheese wheel and then somehow the guards knowing I've killed someone.... There were no witnessess and I killed the victim whilst they were sleeping (true assassin style), therefore there was no noise and no one saw me enter the building. wtf

I remember in Oblivion certain NPCs could still see you, even if you were 100% camouflaged. What bascically meant it was impossible to kill them without receiving a bounty. (excluding the console)

It doesn't indicate that at all. We may well still have the guards in a certain hold knowing we commited a crime even after all witnesses are killed. Basically, the system should work by having a pre-bounty, which is a bounty which you are expected to have if your crime is fully reported, and an actual bounty. Your crime will be in pre-bounty until a witness has been a certain distance away for a certain amount of time (to deal with wilderness or small town crimes), or until a witness (usually a guard) has gone up to a local castle and notified the authorities properly, and at that point it will be added to your actual bounty.

The reasoning behind Oblivion's guards being able to tell that you've murdered someone without any witnesses was that if it took more than one hit or with poison that they would cry out (at least I think that was it). If they could implement some proper sound system where cries can only be heard by people in a certain area that would make that reasoning a bit more realistic.

Perhaps when any NPC hears a cry they go to investigate in the [CAUTION] mode that existed in the Fallouts, thus giving you time to slip away unseen (and return to [HIDDEN]) either before the NPC arrives at the scene, or after they've seen the body (and you've remained undetected) and gone to inform the guards. If a NPC arrives at the scene and detects you (going in to [DANGER] mode) then they become a witness and only by killing them (without any further witnesses) would you be unknown to have committed the crime(s). A guard would act like any non-guard NPC on arrival at the scene but on seeing you would try to kill (or apprehend you) instead of fleeing to inform the guards like a normal NPC would. This is probably a good idea in concept but would likely get much too complicated to handle as there are a few too many variables with chances for bugs. For a start you'd have to find some way of stopping them immediately knowing it was you if you are detected at the scene of a crime like having blood on your clothes/weapon or the same type of arrows in your quiver but again this would probably be too complicated to implement.

The regional bounties sound good though, and perhaps could mean you can complete some missions for one hold where you go and commit some sort of criminal activity in another hold (stealing the other hold's famous cook book for example)...I hope you have the ability to poison people's food similar to the poison apples in Oblivion and that using a poison tip on swords doesn't mean that the victim can cry out and inform every guard in skyrim...

Well they said that they've taken note of the psychic guards, so I would imagine they've tried to rectify it all together rather than just making it within a certain proximity.

I like the regional system a lot though. I like the idea of "oh I cant go back there, cause I'm wanted" - it makes you feel more connected to certain towns.

It would be nice too if people reacted to you differently depending on how high your bounty was. Like if you are a wanted murderer, some NPCs would run to get a guard if they saw you back in the town after you fled. But if you're wanted for stealing a load of bread, they wouldn't do anything since they likely would never have heard about that.

Also, wanted posters with our face on them! (for higher crimes only)

Also, some sort of disguise that you could wear during a crime or after a crime (similar to how the grey fox had a different bounty level as the players) - where if they don't see you put it on then your identity can be somewhat protected.

Yea or also if you hide up on a roof and 1 hit head shot someone who is in a crowd.

Even though there are a bunch "witnesses" around, they shouldnt be able to tell its you.
