A: Check you map, it will tell you exactly where you are and even point out the locations of major landmarks for you. If you can't figure things out then, just fast-travel to the nearest city.

A: You could probably make due with a Light spell until the electric guys finish the repairs. You might have to stick with reading, though, perhaps "The Lusty Argonian Maid?"

A. Two choices: Cast "Silence" on the car, or "Calm" on your neighbors.

Q. Why do you have a car? Fast travel is much more "green".
