Nope. Should've read the forums beforehand. You might be able to fill out forms in google play store for a refund, that's where Bethesda sent me too.
Sorry nobody answered... check other posts, because a refund is definitely possible.

On that page, drop down the "refunds and returns" -menu
in there "problems with in-app purchases"
In there, go to troubleshooting first, or if you already tried every trick/option in the book, go to "option 2"; contact support
That link will get you to a form you need to fill out, including your receipt number from the purchase you made.
State clearly what the problem is and as always, stay nice.
I'm having this issue too. I had to RMA my phone after it stopped charging and even if I had been aware that save files didn't sync I still wouldn't have had the opportunity to manually transfer my save. I contacted google about it first, they told me to contact Bethesda and gave me an email address that auto replied telling me to report bugs here or contact google for billing support. Not really sure what to do at this point, it seems google won't issue a refund outside the 2 hour window and I don't even know how to contact Bethesda to restore my purchases or get a refund. I suppose I can just issue a charge back on my credit card since I used it to buy the lunchbox's but that won't restore the Play store credit I spent.
I'm trying to understand why this game doesn't have cloud sync and frankly I'm coming up blank. it's already integrated with google play services for leaderboards and achievements, and Bethesda isn't exactly a small company. If you're charging me money for a digital product there either needs to be a way for me to recover that digital good if my device is damaged or you need to make if VERY clear that my progress is not synced anywhere. I'm not really sure how, in 2015, I was supposed to even consider that a title from a triple A developer that is already using cloud features and is charging for in app purchases doesn't have a way to recover those purchases. Utterly disappointed in Bethesda on this one and feeling kind of put off by the fact that the only contact email available is an auto reply box. I'm not going to post my account information on a public forum to receive support for purchases.
UPDATE: I decided to manually submit a refund request on Google Play for each purchase instead of calling their support line (what they recommend if you're requesting multiple refunds) and so far 3 of my 5 purchases have been refunded, including all the ones I made on my credit card so the only outstanding ones are the two I made using Google Play Credit. At this point I am satisfied with Google's response as the play store credit doesn't mean that much to me but still frustrated with Bethesda.
My advice to anyone who loses their in app purchases is to request a refund through the play store, select "I no longer want this item" and in the description box calmly explain that you have lost access to your in app purchases, Bethesda has not provided a way to recover them, and the contact email on their developer account is an auto reply box. This makes it clear that A ) the developer is violating the rules of the play store by not providing a way to restore in app purchases and B ) there is, as of now, no real way to contact Bethesda DIRECTLY (which is important, a forum does not count as support for purchases. No one should be posting account details or order information in a public forum and there is no guarantee anyone from Bethesda will even read this thread since it's not a DIRECT EMAIL to a support representative).
Hopefully everyone effected by this issue can get it resolved to their satisfaction, and maybe Bethesda will implement a better system in the future to prevent another similar situation.

I have a feeling they did not expect the mobile game to be so popular and were not ready to support it very well when they are focused on fallout 4 and then we see how much worse it gets.
