How do you get her hairstyle?
I know she aint the only one ive seen people in cyrodill with it.
I think some countesses and the lady that runs the inn in skingrad has it.
Do you got it?
I want it.
I wish i had what they have to get it.
I dont have what its takes to get it.
Here it is.

It is called Quick Knot. It is playable by these races.
Brenton
Darkelf
High Elf
Imperial
Nord
Reguard
WoodElf
Also Modded ones.
If you want that but your race mod doesn't have it load it in cs, go to that race under Characters -> Races
Find yours, go under body tab
Keep that open and load the Hair window, from Characters -> Hair
Find DarkElfTopKnot.
Drag it to the spot that says "Hair Styles" On the race tab.
Tada! Your race can now use that hair if you save.
If you want to select it for your current character and have finished the tutorial, press ~ (Or whatever key your computer has for that) and then type ShowRaceMenu. Change you hair how you want. Just so you know, this resets your skills.
http://www.tesnexus.com/downloads/file.php?id=14362 mod allows you to change hair styles without reseting skills by visiting the shop, and changing your hair through it. Save after that and then reload, and your new hair will be one your character.

If you play on a PC, then use the Consruction Set to make it a playable hairstyle for your race, or download a mod that already does this.

Hmmm... Well it should be an option when creating creating your character. In the Cs it is set to be playable under the name Quick Knot for those races specified. It is set to be female only though, just in case your wanted that hair for a male character.

I checked in the Construction set.
It's called Quick knot with the Editor ID DarkElfTopknot and is not marked as playable.
It should be easy to fix for anyone with some CS experience.
