Is there a way ingame to make an NPC reload their outfit?

I have an outfit with something added on it but the actor using it doesn't seem to add the new item.

"recycleactor" does what is needed for the outfit, proof that the setup is correct, but afaik it does too much and may corrupt script state and such.
