Do I need to be a certain level to be able to actually start this quest? I'm level 21-He speaks the words "where is my ash svcking" so on.... But I am not able to click the response to enable the mission to begin. Any solutions?

It's completely random. You may have to advance the Dragonborn questline or do some things in Tel Mithrin.
