Allows you to drop a Bible into your inventory, "The Word." You get it from a certain individual known as the Backslider who may be found in the Children of Megaton or at times, in Moriarty's. If you choose the Rivet City version, the Backslider can be found in St Monica's Church or at times, the Muddy Rudder.
Use it like a ranged weapon and CONVERT to peaceful behavior (regarding you); the ornery folk who wander the WasteLands.

Sound effects of preaching occur when using it, the voice of 1915-1940's era charismatic evangelist Aimee Semple McPherson, whose distinctive voice drew over 25,000 people weekly to her Angelus Temple in Los Angeles, CA; 40 million visitors within its first 7 years of opening.
Those converted will stop attacking you and otherwise go about their business. This means they will continue to kill and rampage as usual their faction enemies except for yourself, the player. It will also allow them to be fully "faith healed" with The Word, if you choose. It may take a few tries for a full healing to occur. They may also whine and complain but they should not actually attack you.
Upon conversion, as a freewill act of contrite trust, Converts will allow you to rummage their inventory. After it closes, you cannot access it again. Don't be a donkey's rear end and steal their clothes. The main idea of this feature was to allow access to their inventory without having to kill them. This of course will be complicated if a person or creature has an "on death" item, such as a blood sample, that will not be dropped unless they are dead. And you do not get fingers or ears either if you have that perk. In playtesting, though, a huge monstrous scorpion of a certain mod, I converted (after a lot of chasing around), was able to take a quest item without having to kill it.
Converts will not fight for you, as they are still trying to digest the implications of their choice. In the context of the game world, their education in The Word is not your department. That will be handled off screen, at some future date, presumably by another missionary trained for the task after you turn in the holograph tape of their conversion experience to a certain party. Converts won't stop their fellows from trying to hurt you, though. A player can use a companion mod to recruit converts, if desired.
All creatures that I know of can be converted--eventually. If you have a high SPEECH skill, chances of a first try conversion are quite good. If they Resist THE WORD, it will be much harder to try to convert them if you try again, even if you have a high speech. If they are already hostile, attacking you, depending on their skills, it may be best to forget about it.
You can attempt conversion on creatures and people that are already friendly--- study the process of conversion and resistance; when they will show you their inventory, and you can get an idea of how it works under non-combat conditions. Do not be surprised if sometimes your conversion attempts will occasionally cause them to become hostile! If you put your Bible away immediately after conversion, the chance they will become hostile is actually quite high. An advantage is once converted, any further attempts on NPC converts may result in a 'faith healing," which is based off your medicine skill, and will heal the NPC.
To obtain the Bible and Scrolls for its use , go see the Backslider in the Megton Children of Atom Temple. On occasion, he may be found in Morarity's. He has various things for you to find in exchange for more Scrolls when you run out.
The Backslider also sells books that can diminish or add to SKILLS and SPECIALs if one wants to experiment, as in some games they become maxed out. Some players desire a challenge (if your speech is 99 and everyone encountered is being converted for example). Purchase the book, drop it from the inventory and pick it up again, the book will disappear, a message will indicate a certain amount, -1, +1 or -5, +5 for SPECIAL, -20, +20 for Skills, have been removed or added, changing the appropriate stat. Various factors, such as the interaction of other SPECIALS and certain items and effects may prevent a precise reduction however.
If you are a new player starting out, the Backslider has two skill books (+50) to get Medicine and Speech skills up so you can more easily see how the system works. After you are satisfied, you can go back to an earlier save or use the other skill books for a reduction.

Decide which city you want the Backslider to be in:
For Megaton
Use either TheWord.esm or TheWord.esp, NOT BOTH
For Rivet City
TheWordRivetCity.esm or TheWordRivetCity.esp, NOT BOTH
Use TheWordNoBackslider.esp only if you do not want to deal with the Backslider-- just drops The Word and large amount of Scrolls into your inventory.
TheWord.ESM can go anywhere below Zeta.
drag / copy TheWord.esp or THeWord.esm ( or TheWordRivetCity.esm or TheWordRivetCity.esp) and accompanying folders to the data folder (may be C:\Program Files\Bethesda Softworks\Fallout 3\Data)
insure checked in FOMM (Fallout Mod Manager)
Textures and meshes must also be placed in the data folder, (no files are actually overwritten unless you have a previous version).
