Mudcrabs can

I was working on a DB quest and some guy was all by himself out in the wild next to a river. I killed him and reloaded numerous times because I kept getting a bounty and couldn't figure out why. So I killed him and searched around and found nothing but mudcrabs. When I reloaded, I killed all the mudcrabs and received no bounty when I murdered the guy. I was pretty pissed, wondering how mudcrabs can give me a bounty out in the wild.
