No mod just uncaps skills or attributes, because with one or two exceptions skills and attributes over 100 do nothing. You can set them to higher values in-game already, but the formulas that use them are also capped. Furthermore, if they weren't capped, some skills would become literally broken at higher values; for instance, spell magicka costs go negative at 117 skill. Making a lot of changes to the game absolutely is necessary if you want uncapped skills to be more than cosmetic.
