I got around it in my mod by setting the "http://cs.elderscrolls.com/constwiki/index.php/Category:NPC" flag on all my NPCs. All my persuasion is done via dialogue. In my own case, there is no conflict since it all takes place in a custom worldspace. You might want to do it differently if you are changing the vanilla persuasion, tho. You'll probably want to script it using the OBSE http://cs.elderscrolls.com/constwiki/index.php/SetNoPersuasion function. Don't forget to switch it back after to avoid compatibility issues and problems with people's save games if they uninstall your mod.
