Ah yes, women are allegedly innocent and more valuable than men. Killing children? NO! Killing women? NO! Killing men? Where do I sign up!? But I assure you, I've had years of experience in a household where irrational violence has been inflicted by both man and woman. Both are as capable of it, neither is excusable. The Raiders and, according to perspective, Enclave officers kill their enemies just like anyone else. No matter how women behave in real life, they are direct copies of their male counterparts in the game world for reasons to avoid any gender flame war.
However I am curious to hear what could possibly make you have such a restraint, as I've never heard of it apply to video games. I'm a svcker for psychology, so indulge me. Entirely irrational, or based on personal experiences? I've seen my fair share of beaten up women, stabbed too, I more often see wifebeaters than someone who refuses to partake in any even fictional violence towards women. I am genuinely curious.
For the gaming part, it's a matter of a few minutes. You can edit spawn lists like said above or you can edit the NPCs themselves. Slower, but perhaps keeps the variety in spawns.
EDIT: Since I'm tripping pretty bad in my untreated depression and FOREVER ALONE here at the moment, I did my last service to humanity and deviced you this. .. thingy.

Thanks for that! I've done my own as per Steve's advice and so far it's been big-time raider death as I storm areas which I usually sneak past, although the odd lass still shows herself. Probably spawned before the esp came in, I guess, but nothing a nice console zap won't fix. If I have any problems with my homefix version I'll definitely try yours and see what went wrong with mine. Does your mod remove even the friendly ladies in the Brotherhood and Outcasts?
On the psychology, the closest approximate answer I can give is probably male chauvinism. Like, fairer six and all that old-fashioned stuff. I'd like to claim that it's similar to standing up when a woman approaches your dinner table, or opening a door for a lady, or giving her your seat on the bus, but from a more honest base point of view it probably comes more from the "make love, not war" philosophy. If a woman really shot at me in real life I might take a dimmer view of her welfare, but let's face it, when was the last time a raider really threatened you in Fallout 3? Killing raiders is like farming equipment for sale, and while doing it with other visual mobs is unimportant, doing it with good-looking girl mobs makes it feel unnecessary and avoidable. Because I'm this big man who is supposed to charm the pants off any girl, not put a load of buckshot into her torso or .308 into her brain. It's not a high ground moral perspective, for sure.. more of a MCP syndrome. Etiquette, chivalry, charm and MCP all go hand in hand, after all.
If a female raider chased me down a dark tunnel looking to chip off that last sliver of health I have, while I desperately try to bring up the pipboy to apply a stimpack and can't because that darned gun is reloading, and I suddenly fall down in slow motion and she gloats over my corpse and I haven't saved in ages... I'm sure I'd think differently. But for now, I really do not like killing female raiders.
