Repair question

This may be me being stupid but are we supposed to be able to repair up to 100% without any kind of training in repair? Not saying I hate it insomuch as I'm curious if it was an oversight. If it wasn't and we're supposed to be able to repair stuff to 100, what's the point of high repair anymore?

I think with higher repair you can repair more effectively. Also it allows to repair things in the world such as broken elevators, or solar panels, plus it gives you access to some pretty nifty perks. Jury rigging being the best I can think of since it allows you to repair rare items with things that are similar but more common.

It just seems to me that it loses a bit of it's functionality when you can repair to 100 from the outset... I mean armor I can see because it's piecemail work but guns and the like are pretty complicated things. I'm more curious if it was meant to be able to 100% from the outset or if that was a mistake.

It's not a mistake and was an intended feature by the developers.

Well, you say that now, but try repairing something valuable or rare with a low repair skill. Sure, no big deal to repair a 9mm pistol to 100% by using 3 or 4 other pistols, because they're cheap and plentiful... but you don't want to waste 4 sniper rifles (or w/e) to get one fully functional one.

As to repairing guns being too complicated - not really - you "lose" the item you're repairing with, so it's like you're just replacing worn parts.

Huh. Did they give a reason as to why? I've scoured a number of sites and I can't find a lick of intel. Makes me feel better that they intended it at least.
