Replay value? : Fallout: New Vegas

I invested in Oblivion + mods about 800 hrs so let's hope I can do the same in F:NV

For the next 3 years, financial reasons, I won't be able to afford a new game so I want this one to last as long as possible.

Well, you certainly chose the right game for it. New Vegas looks like it will have excellent replayability, what with the return of real Fallout style ending vignettes, the ability to side with several different factions, reams of sidequests, as well as mods.
