REQ - NPC merchant

I have a request for an NPC mod.

The NPC is either Dunmer or Imperial. I'm not sure which because Imperials are described as traders, but we're in Morrowind
The NPC is a merchant who sells only chokeweed, marshmerrow, saltrice and wickwheat.

The NPC does not buy anything.
The NPC will only sell those four ingredients in bulk quantities of 100 units.
The NPC will only have 100 units of each ingredient for sale at any one time.
When the NPC sells out an ingredient, it does not immediately restock.

There is no bartering or negotiation. The NPC will sell the ingredient(s) at 95% of the retail price. For example, say saltrice is 1 gold per unit. The price the NPC would charge for 100 units would be 95 gold (100 units saltrice x 1 gold per saltrice x 95%).
In real life I expect a merchant would reduce the price to repeat customers, so it might be nice if the NPC offered to reduce the price to 90% but only after char buys the ingredient three separate times (different days) from the NPC. That would be the only time and condition under which the price would change. As I say, it would be nice but not necessary if the NPC could do this.

I'm thinking of this NPC as a merchant of modest means who travels to smaller towns on Vvardenfell to sell these foods/medicinal herbs to inns, general traders and both the Temple and the Imperial Cult. The NPC does not normally deal directly with the general public. The ingredients are light enough to carry so he does not use a pack guar. Because he/she travels, the NPC does not have a store. It seems reasonable that the NPC would have a favorite spot (or two) to conduct business as the NPC travels or perhaps an inn to rest and sleep at the end of the day. The NPC would appear according to a schedule (say his sales route takes him to such and such town every four days) so that the char could find the NPC to conduct business. The NPC is willing to negotatiate only because it allows the NPC to sell off his remaining inventory and fits his schedule.

I'm not sure where I would like to find the NPC. I'm requesting this mod because I like alchemy but I play a mod that makes it very hard to develop sources to buy these ingredients in places like Gnisis or in Telvanni areas. Those would be my first choices. I'm open to suggestion, just keep in mind that finding the NPC in Balmora, Vivec, or Sadrith Mora would be redundant because there are merchants who immediately restock these ingredients in those three places.

Thanks in advance.

The selling would likely have to be done via dialog; otherwise you'd have to remove any gold from the NPC as it gets it because there's no way to restrict buying that I know of while in the barter menu. That and bartering probably couldn't be restricted either. You could also set prices easier that way.

This sounds like an interesting mod that wouldn't take all that much to make. Do you need help making it or would you like someone else to do it?
