okay, here's the deal. I have borrowed the oblivion GOTY addition extra content disc from a friend of mine since i'm to poor at the moment to get microsoft points at walmart to download shivering isles from the marketplace. I have a regular oblivion disc that i got from gamestop a few months ago so I figured that the disc would work with my disc. after downloading the content I proceeded to start the game. My lvl 30 argonian mage, had been waiting constantly for nearly 78 hours for the quest update to pop up. thinking I had to uninstall and then reinstall the content for it o work, i proceeded to do so. after doing said action, I tried yet again, waiting about 90 hrs. with the same character and 78 hrs with a new one just out of the imperial sewers, with no fruit to reward my patience. I have tried deleting all of my game data( ) and reinstalling the GOTY disc and starting oblivion again, quick traveling to the imperial city, quick-traveling to bravil to see if there was indeed a portal in the niben, then actually swimming all the way around to find the bloody thing. quite frankly, I give up trying to figure this out by myself. could someone please help?

Thats weird, a bunch of my friends borrowed my GotY disk and none of them had that problem. When I installed the disk myself I had to activate it after downloading it from the disk. I play on the 360 and at the main menu, when you have the option to select continue, load, new, etc., on the far right there is an option for extra content (or it might just say downloads) which is what I clicked to "activate" it. This same thing happened to me to. If you are on a PC there is a http://www.neoseeker.com/forums/22202/t1017848-shivering-isle-dosent-work/ that you type in to get the quest going. Read through some of those responses. Good luck.

hey, i couldn't get my GOTY disc to work until I connected to live, put my original oblivion disc in, got the update, then loaded my game (after the extra content was installed). this worked and took me a long time to figure out lol! hope it helps!
