I'm doing this quest for the Imperials and i have a problem. The part i have to meet the scouts and Hadvar on the cliff. Once i get near the quest arrow it moves up to the Fort and Hadvar is inside fighting alone all the Stormcloaks. I tried to uninstal all the mods, didn't help.

When i teleported to him using console command i cought him walking alone to the Fort (he should be with the soliders waiting on the cliff). I could trigger the conversation. It seems like he should appear there with soliders after i get near the quest mark, but he does appear alone after the quest is accepted and start to walk. Not possible to catch him by any means from Winterhold Imperial Camp without using a console.
