[WIP] Reset Actor Values (RAV)

Description: Reset Actor Values (RAV) restores actor values to their "true values". It's basically a temporary "clean up" mod that should only be used under the following cinditions:
- You have a saved game
- The saved game has NPCs with attributes/skills that were modified by a mod.
- The mod that made the changes has either been uninstalled or is disabled.
- NPCs are displaying behavior that seems erratic and comnected to the modified skills / atrributes.

How It Works:
This mod figures out the core values of a skill/attribute, keeping in mind the base value, magic items, spells and spell effects, but discards any additional modifications created by scripts using ModAv type OBSE commands.

Why?
I created this mod to clean up old versions of my SDR line, so currently it only resets Sneak, Speed and Actor Alpha values. However, since I'm planning on making it publicly available with the next release of SDR, I wanted to get feedback and suggestions from you folks in terms of functionality, and if there were other atrributes/skills/misc. values you would like me to include to fix issues you have run into with other mods.

Were you aware of these two mods:
http://www.tesnexus.com/downloads/file.php?id=29127 - has a lot of info to dump about actors and if used with ConScribe can give a few pages in a txt to examine about each actor. Then gives the option to fix yes or no.

Awesome. I'll just refer people to those mods for anything beyomd SDR, and provide my actor value reset as an optional file on the TES Nexus. That'll save me a bunch of time.
