For some reason, the shout cooldown on my char is stuck, and won't get down to zero. Anyway via console or otherwise to reset it to zero?

Another workaround

use the console command and type:

player.forceav shoutrecoverymult xxx

or

player.setav shoutrecoverymult xxx

xxx = Amount.

0 -> Is no cool down.
1 -> Is normal cool down.
.5 -> Is half cool down(50%)
.25 -> Is a quarter cool down(25%)

...and so on and so forth.

thanks. Tons of mods, not sure what happened, been playing this char for quite a while, all of the sudden happened. Game cache files are fine.

The one thing I didn't know about was the shoutrecoverymult That worked, cooldown went away, and I reset it back to 1x, and now everything is fine.
