You should talk to http://www.theengineeringguild.co.uk/fallout-new-vegas-downloads/838-the-ncr-mod about having your armor featured in their mod. This seems like it would fit great as a reward for some of the ranger quests, and you wouldn't have to bother with making a quest to get the armor
