I accidently saved over my first character with 70 hours of played time with a new one is there any way I can restore it? I am on the pc

Do you have an earlier save to get the Skills and Attributes from? You can't really restore the save, but you can make a copy with console commands, or you can replay from an earlier save of the same character.

If it's the quicksave and you haven't saved over it multiple times since then, yes. Otherwise, might I suggest storing a copy of your Oblivion saves folder somewhere else on your computer, once in a while. That's what I do when I get bored of one character and want to play a different one, every now and then. Then I can go back to the first character when I'm bored of the second one, etc. That also helps to ensure I can rely on another backup in case I make the same mistake you describe in the OP.

Edit: unless you save your game through console command every time, I don't think there is any other way to recover the save, unless it was the quicksave.

I googled how to restore overwritten files and I can do it with using a shadow copy of the file. I restored the save file, I lost about 10 hours of gameplay but atleast I got it back
