Man, I knew things were bad at Camp Forlorn Hope, but I didn't realize the guys there were THAT jumpy!

I've just completed the part of the Restore Hope quest that involved healing the patients. Did it at night. Woke up the doc, who thanked me and sent me to Major Polatli. So I go and wake up the Major. He gets up... and runs away from me while screaming! Had to chase after him him a good distance until he stopped on some hill outside of the camp and we could talk.

He didn't seem to intend to walk back to the camp so I reloaded from a previous save. But... Is this supposed to happen or is it one of them bugs and glitches?

P.S. I do NOT have the Terrifying Presence perk.

Lol, this did make me think of the Terrifying Presence perk... Anyway, I know there are
some bloat flies near the camp which can sometimes make the NPC's 'flee'. Haven't
heard them screaming while doing it, though.

Also once I had an NCR soldier in salvaged power armor empty a mini-gun on one
of the bloat flies. 'Had enough?!' Good times

It's an annoying and sometimes amusing glitch. I had half the BoS running away from me in their bunker once, no idea why.
