Dovahkiin is probably a reincarnation of Talos anyway.

And since Talos is worshipped by the Nords, it wouldn't be surprising to see some kind of avatar of Talos in Skyrim, perhaps Wulf again.

Big Head. He's on an eternal quest to get the Fork back, not even death can stop him. The Champion of Cyrodiil stole it from after the Nerevarine never gave it back.

Some of the mer are supposed to have long lifespans. The Gray Fox will never really die, seeing as someone else can take his place. Umbra is the same as the Gray Fox. The Champion of Cyrodiil is still alive too, assuming

Adoring fan + Fargoth.

They will also be riding on cliff racers and will chase you throughout the game. They respawn immediately after being killed too, fun?

I'd like to see books with references to old characters, but in the flesh mmm... Mai'q would be nice, if only as a ghost or something like that.

The Gray Fox was the leader of the Thieves Guild in Cyrodiil. Keep him out of Skyrim. Personally, I hope Nocturnal killed him and took the cowl back... then she can give it to Dovahkiin. :D

What characters would you like to see make a return in Skyrim from Oblivion? Perhaps as ghosts?

You're own charactorr from oblivion, or Ocato, and ocato is corrupted and you kill him (you may have noticed, but I hate ocato)
or maybe the spirit of teinaava, from the dark brotherhood, who you killl for a mission as an assasin. I kill my client instead. I dont kill my brethren argonian shadowscales.

I'm surprised no one has said this yet.

The Champion of Cyrodil. AKA: Your Character from oblivion. At the beginning of the game you can tell someone who doesn't know about him (thus giving him whatever characteristics you want). And to make it realistic... He was granted immortality by Akatosh.
