I arrived to regain the pale and the woman in charge wont give me my orders all she has is conversation dialogue.I know im at the right place cause she has the quest marker over her head.Is this something that has just happened?I do have the unofficial skyrim patch.Is there anything I can do?

Im talking to legate rikke at the pale imperial camp..im supposed to get orders and shes not giving them to me.
