So this is a rather interesting perk, but I've read some mixed stuff about it. Depending on how it actually works would require a completely different design.


The perk description says that the closer YOU are to death the greater chance of it activating. Other sources on the net claim it only activates if ENEMY is below 40% health.


So which is it player at lower health or enemy at 40%?


Also, it would only active outside of VATS - right?
