Seeing as how historically, Solstheim has changed hands between the two provinces every damn year.

Which one is it now? I would guess Skyrim, since Morrowind are busy with the whole of Nirn trying to swallow them.

The reason I ask is because there was no in-game documentation on this.

The Nords gave Solstheim to the Dunmer refugees if I'm not mistaken.

Well ywah, that was one of the incidents where it changed hands. It has changed hands more than that though.

It's not officially part of either province, however, it is part of the Empire.

I dunno, but I'd love to re-visit it in some DLC.

Not sure about Solstheim but I know the Skyrim forums belong to Morrowind.

It was of Nordic ownership but it became an official Empire colony so therefore under official federal rule but from what I hear it is under empire control but is now controlled mostly by Dunmer regufees.

You mean Bloodmoon forums? Yeah, that's because it was an actual expansion pack for Morrowind.

And to whomever said it was a vassal state of the Empire now, thanks, that seems likely. (And it's also supported by the maps)

EDIT: I bet Solstheim is based on http://en.wikipedia.org/wiki/Svalbard IRL. No wonder it's confusing. (It has been part of Russia, Denmark, Norway, both Russia and Norway split-down-the-middle style at some point and now it's fully Norwegian)
