The Legendary effect - "Lucky" - doesn't work. It functions as a regular laser rifle.
In both Fallout and Skyrim, it's the weapons that I most want to use that are bugged. Tri-Beam Laser in Fallout 3 and New Vegas; Modded Laser Rifle in NV; Blade of Woe and Nightingale Blade in Skyrim. Now this.

It's kinda funny hearing so many people go on about how they are enjoying using the weapon because it's so powerful and it doesn't even work. Mind playing tricks?

I have had no issues with it on the PC. I have not made it that far on any of my Xbox One characters. I will try it out when I get there.
Are you using VATS.

Yes. I tested the critical damage and it's the same as a regular laser rifle.
