Riverboat in Point Lookout is missing....

So I've just finished the Take It Back! quest. Now I'm following the quest to investigate the riverboat in the Point Lookout expansion. I got to the docks to check out the boat and there was no boat. The arrow still marked the quest location, but there was nothing there. I tried restarting the game and trying it again and still, no boat. I don't know if the stage in the Project Purity quest I'm at has anything to do with it, or if it's some sort of bug somewhere. Has anyone had this problem and found a solution?

The main reason the boat is not there is it is at the island. Have you been to the island before, then coc'd yourself from there?

I haven't been to the island as of yet. It's been a while since I've played FO3 and I did board the boat and travel to PL at that time. I forgot about the island and I'm not sure where it is. If you could give me the COC location, I'd love to try it and see if that works.
