Role of Dragons as creations of Akatosh

I find the nature of dragons somewhat contradictory. It is said that dragons were made by Akatosh, for instance paarthurnax calls him father, yet they seem padomaic in their behavior. Also, you would think that Akatosh would have created them for a reason, since the only thing he's ever done inside mundus afaik was to set martin on fire in oblivion and that was for a reason, yet I cannot think of any anuic/aedric reason for their existence. Discuss!

Well Akatosh is not just simply Anuic though.. if we're talking about the "Akatosh" we know.

I also don't understand how "Akatosh" could create the dragons and dragonborn before was.. thought of.. but..
