Hiw this will work: This will be dialogue/character action driven. Descriptions will be given by me, the GM. Dice rolls will be conducted by me, using a percentage system and two 10 sided dice. There will be difficulty modifiers, negative and bonus, and help/hurt your skill.
For example, you have science 100. You are attempting to hack a very hard computer system. Based upon this. This is a 40% difficulty, so the roll has to be under 60 to succeed(low rolls good, high bad).
A 99 or 100 roll is always a critical failure. Likewise 01 and 02 are always critical success. This will be modified by luck. If for example, you have luck 10, any roll 12 or under would be crit success. Likewise with Luck 1, any roll 90 or higher is crit failure.
You can crit success/fail on any skill.
For the sake of speed, I decided to handle all dice rolls.
We will yse the FONV skills, traits, and perks. This is a high difficult adventure, so characters will begin at level 20. Skills can go above 100%. For starters, your 3 tagged skills will begin at 100%, 4 secondart skills at 70%, and every other skill 30%.
Skill points awarded on level up based off your INT, with some bonus skill points awarded if your character does some remarkable stuff, GM discretion.
The only changed perk I can think of at this time will be living anatomy. It will still give 5% damage bonus, but instead of seeing DT/HP I am thinking a 10% bonus to medicine skill.
Combat: Aimed shots give a bonus. You can also target specifc body parts. Eyes hardest, head, vital organs and groin, limbs, body. Range from target will also include a penalty, unless using a scope.
I will be using a old GURPS crit success/failure chart for combat. I will use creativity for other skill crit failures and success. For example, crit failure on a computer system in a old vault may actually activate a self destruct sequence..whoops!
Okay enough about rules.
Background: this is based upon the old American Convention. The only changes: the Barnakey faction is lead by a walking, talking Barnakey. The calculator was destroyed. The MWBoS split into two groups, one following Barnakey, the other joining forces with the MLA. House ending for NV. LW good guy ending for FO3.
Months after the last convention, communication with all east factions suddenly ended. No word from ECBoS, MWBoS, Enclave, Pitt, no one.
Several months after that, some refugee wastelanders entered Legion territory, half dead from exhaustion, telling wild tales of nothing but death in the east. Legion patrols were sent eastward, and never returned.
Horatio Duke, concerned of thia rumored danger has decided to send an expedition east, to discover the reasons why the other factions have basically vanished, and if need be, destroy the source. House has given financial support, as has the NCR. The Khans, with their allies seemingly vanished, integrated into the remaining factions, some deciding to even go tribal.
Characters: Duke is not going, just assembling the team, which will depart from Oregon. Your character types can be BoS, FoTA, NCR, or Mercenary. Mercs can be any background you want to give, be it ex Enclave, ex Legion, or just a wasteland soldier of fortune. However, everyone going is a volunteer. No pay, except for loot you aquire.
There will be weight limitations, based upon your strength. 5 pack brahmin will be accompanying, carrying supplies. I figure a 500lb limit per brahmin. Note, a lot if that will be food and water.
BoS/NCR will be supplying all gear. Combat Armor Reinforced Mark II will be standard gear, but two suits of PA will be on one of the brahmin(of course only BoS or ex-Enclave can wear PA).
To save time, we will assume you eat and drink on the journey, no reason for 5 pages of dinner time. What you will need to do is restock food supplies when you reach settlements, or hunt, if you can't find one. I don't plan on having anyone die of starvation or dehydration, but if you neglect restocking water, well, something will happen.
Loot: there will be unique loot that you can discover. Could be weapons. Armor. Or something totally different. There can also be companions. All of this is up to you.
Lastly for now, there are two character requirements: IQ cannot be under 4 and CHA cannot be under 3. Basically, you would not have passed the pre-screening, as the BoS does not want to send morons or scary people. Also, you can begin with 4 implants or 2 implants + 1 special implant(regen or dr).
Two BoS Paladins will be accompanying as NPC.
Oh and the final mission goal is to not only find the source of what happened, but discover the fate of each faction, MWBoS, Enclave, ECBoS, Pitt.
I guess I should also say, thay with any rpg, there is a chance of death. I don't go out of my way to kill people, but if you go running into a pack of deathclaws with a 9mm, well...not wise. There could be a chance if you die to rejoin as a wastelander from a settlement, but that won't be for awhile.
