RP is, I find, an important aspect of atmosphere - it helps *set* the sense of world. I actually rather enjoyed Khajiti-speak forum thread - it was nice to 1 - see something a little different and creative and 2 - get a little taste of one of those features that make the Elder scrolls universe distinctive and interesting.
I don't think forum chat should be mandatory RP, and by the same token, I don't think it should be mandatory OOC - I think forums are places for the people that enjoy/care about the game to gather and discuss issues of all kinds. Lots of people have complained that forums are dominated by negativity - by people more interested in voicing complaints about systems and personal dislike than they are about things they like about the game - RP'er activity in forums is often about just enjoying the very world that has been created for them
if you're one of those hoping to see a little more positivity from the community, RP'ers are definitely one of those groups of people you should perhaps look forward to.
Now, are there some really lame RP'ers...of course there are. There are just as many [censored]-bag PVP'ers, min-maxers and whiners as there are creepy rp'ers and lore nazis and so on - every sub-culture has it's jerks
but *I* find that people dedicated to RP, when you sift out the self-indulgent megalomaniacs and the attention [censored]s, do an admirable job of reminding us that we're not playing Generic Fantasy MMO - we're playing Elder Scrolls Online. With Khajit that talk in the 3rd person, Orsimer that bear a grudge against the very Bretons they have to call allies, coldly arrogant Altmer and Imperials that secretly yearn for...whatever Imperials secretly yearn for. Truth be told, we're at least what...2 centuries before all the active lore I'm aware of (morrowind, oblivion, and skyrim) so I'm a little out of touch myself...
but my point is, you may find the RP'ers creepy, and I find that a little sad, because I think you're missing out on at least one of the fun aspects of getting lost in another world, but it's not for everyone - but since you asked if anyone felt different...I do. I *like* having the RP community around - they make this game less generic, and more specific, for me, and I just sort of tune out the ones that creep me out or make me roll my eyes.
