Wouldn't that kinda disrupt the lore if there was an EEC office there?

You'll be fine as long as there's a compelling economic interest for the EEC to have a presence. Either invent one or just expand upon a nearby resource. The EEC might directly handle transport of exports to ebonheart, considering their proximity.

Definatley. a saltrice farm near the Dren plataition, a kwama mine, and/or an ebony mine nearby could all explain an EEC presence.

Well Caldera is ruled over by a governor who is very wealthy and influential. I assume the governor was appointed via mutual agreements between the imperial companies and the Hlaalu. Pelagiad however, is far less important than Caldera so it would probably have a Magistrate or other minor official probably appointed from the ranks of the legion or from the local moneyed classes as magistrates were traditionally in Europe.

What, having the highest ranking Imperial Legionnaire as the ruler with appointed councilmen?

Are those things near Pelagiad? I know there is some farm nearby when I look at the map.

That region is practically all farmland and you throw a rock in Vvardenfell and what doesn't hit a Daedric or Dwemer ruin, hits a kwama mine. I'm not sure about a nearby ebony mine that the Empire controls though.

Oh, apparently the Calder Mining Company owns Caldera who is under the operational thumb of Hlaalu, not the EEC. However the EEC handles all shipping and trading of Ebony sooo...

Regarding reeve, Odral Helvi is referred to as such. Nothing further is given though.

Isn't Odral Helvi also referred to as the Governor of Caldera somewhere? Maybe Cassius Curio's dialogue?

Regardless, however, he does live in the Governor's Hall, so I think it would be an appropriate term for a civilian administrator for Pelagiad, should you choose that route.

Who is greatly influenced by the EEC.
The evidence in Morrowind seems to paint the EEC as hands-off bureaucrats who outsource resource extraction to local intermediaries (e.g. the Great Houses) while maintaining strict control of bulk trade with the mainland by closely supervising Vvanderfell's main port, Ebonheart. The only major exception to this general rule is the case of the Caldera Mines, which is justified given the mine's status as the main largest single deposit of ebony on the island.

This general understanding of general EEC operations, when considered with the lack of high profit economic activity around Pelagiad and House Hlaalu's apparent dominance in the surrounding countryside (e.g. Hlaalu puppet master Orvus Dren's home is a stone's throw away), make it highly unlikely that the EEC would have a presence in Pelagiad.
