I'm pretty sure Bethesda knows by now what schedule works best for them. Getting the game out is probably the first priority followed by identifying problems and patching and then mod tools. They have to use their resources in a logical and productive manner. With the space between their games I don't think they hurry things out the door.

Besides, most modders like to play the vanilla game before starting to mod.

I was being funny by blowing things out of proportion a bit. Wasteland 2 developers, previously Fallout developers, made a joke about it on their game load page shortly after release. There would always be a bracket without mods. Modders need to play the game to see what's going on and what should be modified. Modders need to actually make said mods. Is the bracket long? Well... yeah. But at least we'll have the console to navigate around bugs and errors, and the bracket would always be present.

The only mods that wouldn't be based off the vanilla experience for comparison would be mostly texture replacers, and god-items, both I expect one can do without for a couple months.

And if you are implying that Fallout 4 should be released with the mod editor then NO it really shouldn't. People should spend time playing the game for a few weeks, then have the tools to mod it.
