Everytime I have tried that it tells me "there is nothing to change" or something to that effect.

You can only edit the ledgers by doing Numbers quests for the thieves guild. It doesn't really do anything though.

Cliffracers were worse, I only played Morrowind for like 10 to 20 hours and I found cliffracers to be one of the worst enemies ever.
Dragons can sometimes be a little bit of a pain but they're mostly chill cause they don't appear as often.

Considering you couldn't walk more than 25 feet in Morrowind without incurring the wrath of cliffracer, dragons are a wonderful improvement...
